The legislation giving statutory powers to the Regulator is
The Gambling Regulation Act 2024
The legislation is guided by three core principles:
Making sure that gambling takes place in a fair and safe way.
That safety measures are in place to address problem gambling.
Preventing gambling from being a source of or support to crime.
The Gambling Regulation Act 2024 sets out a range of enforcement measures. Where the law is breached there is potential for licence revocation or suspension, substantial financial penalties (up to €20 million or 10 per cent of turnover) and / or criminal prosecution. The legislation provides for prison sentences of up to eight years for serious breaches, including failure to protect children from gambling.
Obligations under the Act will apply to licence holders, when they become licenced by GRAI, which will be on a phased basis.
