Anne Marie Caulfield, Chief Executive Officer

Anne Marie is the Chief Executive Officer of the Gambling Regulatory Authority of Ireland and has extensive experience in senior roles in both the Civil and Public Service.

She was Director (CEO) of the Residential Tenancies Board from 2008-2016 and served in the then Department of Public Expenditure and Reform as Principal Officer, working on the North-South Ministerial Council and PEACE Programmes and North-South Cooperation.

Her governance experience includes serving on the Board of Directors of the Heritage Council and on Audit/Finance/Risk Committees of a number of public bodies including the Heritage Council, Special EU Programmes Body (SEUPB) and in DPER.



Steven Sheridan, Director of Consumer Protection

Steven is Director of Consumer Protection in the Gambling Regulatory Authority of Ireland and is responsible for leading on communication, research, education and awareness, as well as delivery of the Social Impact Fund.

He was the Head of Performance and Communication in the Approved Housing Bodies Regulatory Authority (AHBRA) from 2020-2023, as Head of Performance and Communication in the Housing Agency’s Regulation office from 2019 and as Head of Regulation from November 2020.

His additional experience includes ten years as an internal auditor with the Northern Ireland Civil Service, and he is a Chartered Member of the Institute of Internal Auditors (CMIIA) (UK and Ireland).



Brinsley Sheridan, Director of ICT

Brinsley has worked in the ICT industry for over 35 years in the Commercial Semi-State, Private and Government sectors. Recently his focus has been on delivering leading “Digital First” systems in the regulatory space. Systems he has been responsible for have been finalists in industry awards for Government ICT delivery.

He has led multi-disciplinary teams delivering value in the heavy engineering, R&D, operational/administration, logistics, laboratory management, project planning and Sales/CRM arenas and has successfully instituted outsourcing where required. He holds a MSc in Computer Science from UCD with a specialty in Cloud Computing.



Linda Kerr, Director of Licensing

Linda is Director of Licensing in the Gambling Regulatory Authority of Ireland with responsibility for licensing all gambling activities in Ireland, including betting, gaming, lotteries, charitable and philanthropic endeavours, and B2B.

She worked in the gambling industry for 20 years in customer service, operations, regulations, and compliance in both on-site and online gaming and betting.



Suzanne Lambe, Director of People and Corporate Services

Suzanne is Director of People and Corporate Services in the Gambling Regulatory Authority of Ireland with responsibility for  Human Resources, Financial Management, Corporate Strategy and Governance.

She has over 20 years of experience in the public sector organisations, most recently as Head of Corporate Services in the National Disability Authority and in the Office of the Regulator of the National Lottery and spent nearly ten years in the Teaching Council from its establishment in 2006.

She is a qualified accountant and holds a post graduate certificate in Project Management.



Rebecca Coen, Director of Enforcement and Anti Money Laundering

Rebecca is Director of Enforcement, Legal and Anti-Money Laundering at the Gambling Regulatory Authority of Ireland.

Previously she was the Director of Criminal Enforcement in the Corporate Enforcement Authority and was Director of Research at the Law Reform Commission of Ireland from 2020-2023. She was a senior prosecutor at the Office of the Director of Public Prosecutions from 2008-2020.

She qualified as a barrister in 2005 and holds postgraduate qualifications from University College Cork and from UCD Michael Smurfit Graduate Business School.



Michaela McAleer, Director of Compliance and Dispute Resolution.

Michaela has almost 20 years’ experience in the independent investigation of multi-dimensional complaints, regulatory issues and standards monitoring. 

She was formerly the Acting Deputy Commissioner, in the Northern Ireland Public Services Ombudsman’s Office where she led the Local Government Ethical Standards function deciding on evidence of a breach of the code of conduct for Local Government Councillors and referring those cases to the Local Government Commissioner for Adjudication.  More recently she was the Chief Executive of the Regulator for Pharmacists in Northern Ireland.

Michaela holds an Msc in Legal Science from Queens University and an Msc in Research Methods of the Human Sciences from Ulster University
